Fernando Leony holds a Law degree from the University of Lisbon and a postgraduate qualification in Financial Analysis from ISEG. His professional career has been centred on advising international investors and expatriates seeking residency solutions in Portugal, with a particular focus on investment-based immigration and cross-border wealth planning.
 
Over the years, Fernando has worked directly with more than 100 international clients from a wide range of jurisdictions, guiding them through the Portuguese Golden Visa process and helping them navigate the legal, regulatory and investment aspects of relocating to Portugal. He has developed extensive expertise in Golden Visa-eligible investment funds, working closely with investors, immigration advisers, family offices and financial intermediaries to structure solutions that align with both residency objectives and long-term investment goals.
 
His combined legal and financial background enables him to bridge the gap between immigration requirements and investment strategy, providing international clients with practical guidance throughout the entire investment journey. Fernando has also built strong relationships with global partners in the Residency and Citizenship by Investment (RCBI) industry, contributing to the development of strategic distribution networks across multiple markets.
 
In April 2026, Fernando joined Heed Capital as Director of International Distribution, where he is responsible for expanding the firm’s international presence and promoting Golden Visa-eligible investment solutions to investors and strategic partners worldwide.

Ronald Li

Ronald Li is Director of Strategic Partnerships (APAC) of the Nauru Economic and Climate Resilience Citizenship Program. In this role, he oversees the partnerships with licensed agents and strategic partners of Nauru Program Office in APAC to ensure it is run effectively and to the highest standard. Ronald has extensive experience in built environment and impact, specialising in real estate asset management, smart city and climate tech.

He is an chartered surveyor, Unreasonable fellow, fellow of the Royal Society of Arts (FRSA) and assessor for the Royal Institution of Chartered Surveyors (RICS). He sits on the Urban Land Institute (ULI) Hong Kong NEXT committee as well as advisory councils/panels of WELL Building Standard, MIT Technology Review and Harvard Business Review.

Ronald can be found at real estate, ESG and impact events. He is an aficionado of horology and mid-century furniture who loves travelling and film.

Charlie Maggi

Charlie Maggi is the Founder and CEO of The Open World, an international immigration and investment advisory firm based in Dubai, and the Founder of France IDEA — Investissement pour le Développement, l’Emploi et l’Attractivité.

France IDEA connects qualified international investors with direct investment opportunities in established French companies and economic projects. Its model is structured around the French Talent Passport for direct economic investors and seeks to channel international capital into the real economy while supporting business development and employment in France.

Charlie specialises in investment migration, cross-border business development and the structuring of international distribution networks. Before establishing The Open World, he spent more than 12 years working in Greater China, where he held senior management and business development roles across the luxury, industrial and international trade sectors. His career has given him extensive experience working with entrepreneurs, investors and companies across Europe, Asia and the Middle East.

He holds academic and executive qualifications from ESSEC Business School, HEC Paris, Florida International University and Shanghai Jiao Tong University. He speaks French, English and Mandarin Chinese and has working knowledge of Portuguese and Russian.

Through France IDEA, Charlie collaborates with legal, immigration, financial and corporate professionals to build a compliant bridge between international investor demand and the financing needs of French businesses. His work focuses on developing an investment migration model that creates measurable economic value for investors, companies and the French economy.

His Excellency Calvin St. Juste

H.E. Calvin St. Juste is the Honorary Special Envoy for Investment, Development, and International Business Relations for St. Kitts and Nevis. A seasoned Wall Street executive with over 25 years of experience, he has held senior leadership roles across financial services, telecommunications, and telemedicine.
 
As former Global Chief Operating Officer (COO) and Head of Global Strategy for Morgan Stanley Wealth Management’s Financial Wellness division, he led teams delivering financial solutions to Fortune 100 companies and their C-suite executives. He also served as COO for Global Fraud and Cybersecurity, leading initiatives to protect the firm’s assets and clients from cyber threats and fraud.
 
A former Central Banker, H.E. St. Juste has also held executive positions at JP Morgan’s Investment Banking and Private Banking divisions, managing teams serving high-net-worth international clients. His leadership in building high-performing teams earned him the prestigious Stevie® Awards for excellence in customer service and operational efficiency.
 
Most recently, he served as Global Audit Head of Technology Enablement at T. Rowe Price, a US$2 trillion asset management firm, providing leadership in governance, risk management, generative AI, and data analytics.
 
Beyond his corporate career, H.E. St. Juste is a Lean Six Sigma Black Belt, board advisor, and recognised thought leader in process improvement and financial strategy. He holds degrees from Goldey-Beacom College and Stevens Institute of Technology, an Executive Management Certificate from Wharton Business School, and is a frequent speaker at global events.

Mc Claude Emmanuel

Mc Claude Emmanuel serves as the Chief Executive Officer (CEO) of the Citizenship by Investment Unit (CIU) of Saint Lucia, providing strategic leadership for the administration and continued development of the country’s Citizenship by Investment Programme.

With more than a decade of executive leadership experience across the public and private sectors, Mr. Emmanuel has built expertise in organizational transformation, strategic planning, operational excellence, and sustainable growth. He holds a Bachelor of Science in Economics and Business Management from the University of the West Indies and an MBA in Marketing from King Graduate School. He is also a certified Project Management Professional (PMP) and Business Professional in Marketing.

Throughout his career, Mr. Emmanuel has held senior leadership roles in telecommunications, media, marketing, and human resource development. His previous positions include Human Resources Project Officer at LUCELEC, General Manager of Radio St. Lucia Company Ltd. and McDowell Broadcasting Ltd., and senior marketing and mobile leadership roles at Cable & Wireless (St. Lucia).

As CEO of the CIU, Mr. Emmanuel oversees the Unit’s strategic direction, operations, governance, and service delivery, leading a multidisciplinary team of approximately forty professionals. He is focused on strengthening compliance, transparency, due diligence, risk management, digital transformation, and operational efficiency.

Through collaboration, innovation, accountability, and strong international partnerships, Mr. Emmanuel is committed to positioning Saint Lucia as a trusted destination for reputable global investors while ensuring that the Citizenship by Investment Programme delivers sustainable, long-term value to the people of Saint Lucia.

Miguel Borg

Chief Executive Officer
Malta Venture Capital

Miguel Borg is the Chief Executive Officer of Malta Venture Capital (MVC), Malta’s first sovereign venture capital fund, where he leads the fund’s strategic direction, investment process, and team. He previously served as Senior Consultant to Malta Government Investments Ltd, where he led the fund’s pre-incorporation phase, designed its governance framework and investment policies, and oversaw its legal structuring.
 
A seasoned financial services executive with over two decades of experience, most recently serving as Group Chief Risk Officer and Executive Director at Bank of Valletta plc. He began his career at the Central Bank of Malta, where he developed macro stress-testing models and early-warning systems for the Maltese financial system.

Miguel’s expertise spans strategic leadership, enterprise risk management, regulatory compliance, corporate governance, and ESG integration. He serves as Director and Chairman of the Investment and ESG Committees at Malita Investments plc, and has held board and risk-committee positions at various companies. He also lectures on leadership, entrepreneurship, managerial finance, and corporate governance at the University of Malta and at GBS Education (with Bath Spa University).
 
He holds a master’s in economics and is a member of several risk management organisations.

Matthew Smith

Matthew Smith is Director: Business Development with Southpac in New Zealand. He joined the company in 2017 and previously held the roles of Legal Counsel, General Counsel and Group General Manager. In his current position, Matthew is focused firmly on growing Southpac’s profile, product range, referrer base and business throughout the US and beyond, and in building relationships with referrers who are looking to expand the offshore component of their practice.
 
Matthew is a dual-qualified UK-NZ attorney, a designated Trust and Estate Practitioner (‘TEP’) and the proud recipient of three global Excellence Awards from STEP, the Society of Trust and Estate Practitioners, which showcase his world-leading expertise in the field of international trust management. He has worked closely with many of Southpac’s clients and referrers during his time with the company and is passionate about providing world-class fiduciary services to help clients safeguard their assets and protect their legacies through the use of international trust and corporate structures in the Cook Islands, Nevis and New Zealand. He regularly represents Southpac on the international stage and has participated in numerous conferences, webinars and podcasts.
 
Matthew is closely involved in the development of financial services legislation in both the Cook Islands and Nevis. He has recently drafted amendments to Cook Islands trust laws around the use of electronic signatures, and sits on the Nevis Joint Legislative Review Committee, a working group charged with proposing, reviewing and refining Nevis legislation.

Harsh Patel

Mischa Mannix-Opie is Director of Client Experience at Greener Pastures New Zealand, where she leads global sales, marketing, partnerships and client engagement. Working with high-net-worth individuals and their advisers around the world, she helps clients navigate New Zealand’s Active Investor Plus (AIP) visa through an integrated approach to investment, immigration and lifestyle.
 
Mischa has spent much of her career connecting the world with New Zealand. During eight years with Tourism New Zealand, she held senior roles across North America, New Zealand and Singapore, leading international marketing, business development and partnership strategies across key global markets.
 
She later became Air New Zealand’s Head of South and Southeast Asia, developing market strategies supporting new services from Singapore and Ho Chi Minh City to New Zealand. Her broader career includes senior leadership roles across tourism, entertainment and international government partnerships, including New Zealand Trade and Enterprise.
 
Having lived and worked in both the USA and Singapore, Mischa brings a strong understanding of international clients and markets, alongside a deep personal connection to New Zealand.
 

Kurt Farrugia

Carlos Moura

Carlos Moura, 56, is Coordinating Director of AICEP Portugal Global in the United States and Economic and Commercial Counsellor at the Embassy of Portugal in Washington, D.C., a position he has held since September 2024.

With more than 30 years of experience in internationalization, investment, and economic diplomacy, he has held senior AICEP/ICEP positions across Ireland, the United Kingdom, Singapore, Brazil, the Nordic markets, and the United States. His career has focused on promoting Portuguese businesses internationally, attracting investment, and strengthening bilateral economic relations.

He has also served on the boards of several international business associations, including EuroCham Singapore, the EU-Malaysia Chamber of Commerce and Industry, and the Portuguese Chamber of Commerce in São Paulo.

Carlos holds a degree in Public Management and Administration from the University of Lisbon, postgraduate qualifications in Diplomatic Studies and Management and Organizational Innovation, and a certificate in International Development from University College Dublin. He is fluent in English and Italian, with good knowledge of Spanish and French.

Before joining NSM Lawyers, Cláudia spent twelve years at NEWCO Corporate Services, working with international entrepreneurs and business owners establishing companies and developing their activities in Portugal, with a particular focus on corporate structuring and taxation.
 
Earlier in her career, she spent seventeen years with the authority responsible for the management and promotion of the Madeira International Business Centre, where she worked on attracting foreign investment to the region and supporting international companies and professional advisers. She began her career at the Commercial Section of the U.S. Embassy in Lisbon.
 
Cláudia holds postgraduate degrees in International Taxation and Migration Law. Her experience across investment promotion, corporate structuring, taxation and immigration has shaped her approach to global mobility: immigration, tax residency, investment and corporate structuring should not be treated as separate decisions, but as interconnected elements of the same strategy.
